At first, I answer the question that was raised at the beginning of the whole article. I think it is Portugal instead of Holland has the most liberal drug laws. However, there are still a lot of controversial issues that exists.
They could be separated into two categories. The one is the socially conservative and largely Catholic nation say if the decriminalization is prevalent in the world and then the world will become a drug abusing world. They do not believe people will discipline themselves.
Nevertheless, the others insist that now that there are there are apparent evidences that show before us, it is the Portugal successful example. This group of people has a belief in person’s dignity. There is a paper, published by Cato show us that after the drug possessing was canceled, not only the drug users among teens in Portugal has decreased but the rate of HIV infections which were also called as AIDS has declined nowadays.
In my opinion, the stance of the Portugal government is very clear. They think the treatments are more important than putting the addicts in jails. And what is good news to the government is the money used to enforce the addicts to quit their bad habits.
If the policy in Portugal government policy on this part is right, I think the time will prove.
